The Swaziland Male Circumcision Strategic and Operational Plan for HIV Prevention 2014-2018 builds on the achievements of the Strategy and Implementation Plan for Scaling up Safe Male Circumcision for HIV Prevention 2009-2013. Developed under the leadership of the Ministry of Health, the 2014-2018 plan outlines the next phase of the national program to scale up male circumcision (MC) for HIV prevention. Voluntary medical male circumcision (VMMC) is a critical pillar of Swaziland’s HIV response.
The HIV prevention policy provides direction and guidelines on the HIV prevention programme implementation and on the response management to an extensive range of stakeholders, which includes policymakers, managers, programmers and implementers, taking into consideration the risk factors to infection and the key drivers to the epidemic.
The 2011 Political Declaration on HIV/AIDS recognizes the urgent need to achieve the Millenium Developmnt Goals (MDGs0 targets, particularly MDG 6 aimed at halting and reversing the HIV epidemic by 2015.
