The 2011 Political Declaration on HIV/AIDS recognizes the urgent need to achieve the Millenium Developmnt Goals (MDGs0 targets, particularly MDG 6 aimed at halting and reversing the HIV epidemic by 2015. It includes decisions and targets to bereached by 2015 aimed at: reducing by half the sexual transmission of HIV infection among people who inject drugs; increasing the number of people on treatment to 15 million; halving tuberculosis-related deaths in people living with HIV; eliminating new HIV infections among children; increasing resources for HIV in low and middle income countries; strengthening integration of HIV with health and development sectors; eliminating stigma and discrimination and travel restrictions; and addressing gender inequalities. 

The report presents the country's progress towards meting the ten targets of the Declaration, and was commisioned by the Government of the Kingdom of Swaziland in collaboration with UNAIDS.
